Following this path, the Operational Programme indicates a number of aims which can be divided in priority, global and specific aims. Pursuing specific aims (developing national network, network-local areas links, nodal infrastructure) priority aims can be reached (modal shift, accessibility improvements, environmental impact reduction, ecc.)

OP Transport has two levels of detail. It is first broken down into three Priorities and then into 11 Measures. Measures describe how the Priority will actually work.
The Measures Managing Authorities are:

MIITT DG PROG (Ministry of Infrastructure and Transport - General Department for Programming)
MIITT DG SIS (Ministry of Infrastructure and Transport - Information systems Department)
MIITT DG TIF (Ministry of Infrastructure and Transport - Metropolitan railway Department)
MIITT DEM (Ministry of Infrastructure and Transport - Navigation, maritime and air transport Department)
ANAS (National agency for Road Construction)
ENAC (National agency for Civil Aviation)
ENAV (Italian Company for air navigation services)
RFI (Italian Rail Network)

Priority I Development of main network and corridor in Southern Italy

Measure 1. Development of rail infrastructures and services - Managing Authority: RFI (Italian Rail Network)

Measure 2. Development of road infrastructures - Managing Authority: ANAS (National agency for Road Construction)

Measure 3. Development of security services for maritime navigation - Managing Authority: MIITT DG SIS (Ministry of Infrastructure and Transport - Information systems department)

Measure 4. Development of air security infrastructures - Managing Authority: ENAV (Italian Company for air navigation services)

69% of the Programme's resources have been allocated for this priority.

Priority II Development of links between nodes/main corridors and local areas

Measure 1. Development of rail infrastructures links to nodes - Managing Authority: RFI (Italian Rail Network)

Measure 2. Development of road infrastructures links to nodes - Managing Authority: ANAS (National agency for Road Construction)

Measure 3. Development of links between TEN corridors and urban areas - Managing Authority: MIITT DG TIF 5 (Ministry of Infrastructure and Transport - Metropolitan railway department)

16% of the Programme's resources have been allocated for this priority

Priority III Development of main connection/nodes

Measure 1. Development and Renewing of ports - Managing Authority: MIITT DG DEM (Ministry of Infrastructure and Transport - Navigation, maritime and air transport Department)

Measure 2. Development of airports (air side and land side) - Managing Authority: ENAC (National agency for Civil Aviation)

Measure 3. Development of intermodal platforms - Managing Authority: MIITT DG TIF 3 (Ministry of Infrastructure and Transport - Metropolitan railway department)

14% of the Programme's resources have been allocated for this priority.

One new Measure has been added to this priority under MTR process:

Priority IV Technical Assistance
